IBP Cam Sur conducts Forum on the Amendments to the Rules on Civil Procedure

Last Saturday, June 22, 2013, about 120 lawyers and judges of IBP Cam Sur trooped to the IBP Hall to attend the Forum on the Amendments to the Revised Civil Procedure.

The event was organized by the IBP Camarines Sur Board of Officers to disseminate information about the proposed amendments.

Justice Roberto A. Abad was the Main Resource Speaker and gave a brief presentation of the highlights of the changes that will be made.  These changes are aimed at making civil actions shorter and cheaper for the litigants.

The most controversial of the changes that illicited much reaction both from judges and practitioners was the provision allowing the submission of  draft decision by the winning party who was declared as such in open court.  Some lawyers also pointed out some difficulties with the Judicial Affidavit Rule.

The Forum also featured two Panel Reactors, Hon. Pablo C. Formaran, III, the Executive Judge of RTC Naga representing the Judiciary and Atty. Leo Arnel M. Caayao, former IBP Cam Sur President , representing the private practitioners.  Judge Formaran expressed support for the amendments while Atty. Caayao requested for further study on the effects of the changes on the Rules to actual court processes and private practice.

An animated and robust open forum followed that lasted for about an hour and a half where MTC Judges and practitioners expressed their opinions and posted questions regarding the presentation.  Over-all, it was a well attended Forum and the objectives of the organizers of providing a venue for the discussion of the proposed new rules were achieved.
